Appropriates funds from the Budget Stabilization Fund to continue SNAP, TANF, and WIC programs if federal funding lapses, up to the balance available in the Fund.

Director of Job and Family Services certifies funding needs for SNAP and TANF programs; Director of Health certifies WIC program funding needs based on amounts normally received federally.

Authorization of state funding expires when the federal government resumes operations; appropriations subject to provisions of the 133rd General Assembly's main operating appropriations act.

Director of Budget and Management transfers any federal reimbursements received after the lapse ends back to the Budget Stabilization Fund to replenish withdrawn amounts.

Section 1 is exempt from referendum requirements and takes effect immediately upon enactment.
