Creates a seven-member School Safety Advisory Committee to review laws, policies, and practices of other states regarding school safety, effective January 1, 2021.

Committee shall focus on reduction of harassment (hazing, bullying, intimidation), violence prevention, mental health of students and staff, and increased parental involvement.

Committee composition includes the governor or designee, superintendent of public instruction or designee, director of public safety or designee, teacher representative, local law enforcement representative, one senate member, and one house member appointed by legislative leaders.

Members serve two-year terms with initial appointments due by March 1, 2021, and shall hold their first meeting by April 1 of each odd-numbered year; members receive no compensation.

Committee must submit a biennial report by November 1 of each even-numbered year to the general assembly, governor, superintendent, and director of public safety suggesting improvements to state school safety laws and policies.
