Establishes state board of education process by July 1 following effective date for providers to submit proposals for academic credit programs offered outside normal school hours.

Requires approved programs to serve grades 6-12 with regularly scheduled, structured, supervised learning opportunities before/after school, weekends, summer, or seasonal breaks.

Mandates approved programs operate minimum 10 hours per week on ongoing basis and include multiple subjects and activities rather than single-subject focus.

Authorizes school district boards to allow participating students in grades 6-8 to meet part or all curriculum requirements through approved programs, and allows grades 9-12 students to earn high school credits substituting for specified subjects.

Includes programs funded under federal 21st Century Community Learning Centers program (20 U.S.C. 7171-7176) as automatically approved programs.
