Requires consent from roommates or their guardians before installation; facility must make reasonable attempts to accommodate residents by moving either party to another room if consent is refused.

Mandates facilities post notices at room entrances indicating electronic monitoring is in use and submit annual reports to the department detailing number of authorized devices.

Prohibits discrimination or retaliation against residents for authorizing monitoring devices and establishes criminal penalties of $1,000 per offense for obstructing, tampering with, or destroying devices.
