Establishes a new section 1716.06 requiring collection receptacle operators to display the charitable organization's name, address, and telephone number on every side of the receptacle in at least 3-inch letters, and if operated by a professional solicitor, to display the solicitor's contact information and a statement that financial arrangements are on file with the attorney general.

Modifies professional solicitor registration requirements to include provision of audited financial reports detailing total weight and value of items collected in collection receptacles, and requires audio recordings of all telephone solicitations be maintained for three years.

Adds a new prohibited act making it unlawful to initiate an outbound telephone call that delivers a prerecorded message in violation of federal regulations (16 C.F.R. 310.4(b)(1)(v)).

Expands the attorney general's investigative authority to include examination of professional solicitors' pitch sheets, solicitation scripts, and recordings during investigations into potential violations.

Clarifies that solicitation campaigns may last up to three years, and modifies contract terms to allow compensation to be expressed as dollars per pound of goods collected rather than only as percentage of gross revenue.
