Expands the prohibition on handheld electronic wireless communications device use while driving to include viewing games or internet content and using downloaded applications, in addition to existing text-based communication restrictions.

Prohibits law enforcement from stopping a vehicle or viewing its interior solely to determine if a handheld device violation has occurred or to issue a citation for such violations.

Requires the Department of Public Safety to issue an annual report by January 31 specifying the number of citations issued for handheld device violations during the previous calendar year.

Classifies violations of the handheld device restriction as minor misdemeanors and allows municipal ordinances to impose greater penalties than state law.

Removes division (A) of section 4511.204 from the definition of "secondary traffic offenses," allowing law enforcement to cite handheld device violations during checkpoint operations without first detecting other primary offenses.
