Amends Ohio law to redefine "athletic training" to include prevention, recognition, assessment, and management of athletic injuries; provision of emergent care and rehabilitation; wellness education; administration of prescribed topical drugs; organization of educational programs; research; and public consulting.

Establishes that licensed athletic trainers must practice only upon referral from physicians, dentists, physical therapists, chiropractors, physician assistants, certified nurse practitioners, or other licensed athletic trainers (with restrictions).

Requires all licensed athletic trainers to enter into written collaboration agreements with one or more physicians that address duties, limitations on practice, and patient care plans.

Specifies that athletic trainer licenses do not permit provision of care or services beyond the holder's education, training, and experience or prohibited by law.

Allows the athletic trainers section to waive licensure requirements for applicants with current licensure in another state meeting equivalent standards.
