Adds proration of registration fees for plug-in electric vehicles (reducing the $200 fee based on months registered) and hybrid vehicles (reducing the $100 fee based on months registered)

Requires the Registrar of Motor Vehicles to prorate fees based on the number of months for which each vehicle type is registered during the registration year

Directs all money from prorated fees to be transmitted to the state treasurer for distribution in accordance with sections 5735.051 and 5735.05 of the Revised Code

Requires refunds to persons who paid the full plug-in electric ($200) or hybrid ($100) registration fees before the effective date, with refund amounts equal to the difference between what was paid and what would have been owed under the new prorated system

Fees remain unchanged in amount but become proportional to the actual registration period rather than charged as flat annual fees
