Clarifies Ohio law governing slow-moving vehicles (SMVs) by creating new sections 4513.111 through 4513.115 and amending section 4511.216 to establish specific lighting and reflective material requirements.

Requires SMVs to display a triangular slow-moving vehicle emblem visible from 500 feet to the rear and to operate at speeds not exceeding 25 miles per hour, with exceptions for construction areas.

Establishes lighting requirements for animal-drawn vehicles including at least one white front lamp and two red rear lamps (or alternatives), plus a yellow flashing lamp and either an SMV emblem, micro-prism reflective tape, or both.

Requires farm machinery designed to operate faster than 25 mph to display both an SMV emblem and a speed identification symbol meeting American Society of Agricultural Engineers standards.

Designates violations of sections 4513.111-4513.115 as strict liability offenses punishable as minor misdemeanors and repeals the tax credit for purchases of lights and reflectors under section 5733.44.
