Enacts section 3317.28 of the Revised Code establishing a per pupil funding guarantee for eligible school districts beginning in fiscal year 2022, calculated as the statewide per pupil amount for chartered nonpublic school students minus the district's existing payments, multiplied by the district's formula average daily membership (ADM).

Defines eligible school districts as city, local, or exempted village districts with a median income index less than 1, with no payment made if the calculation results in a negative number.

Amends funding allocations in H.B. 166 for fiscal years 2020-2021, including adjustments to Foundation Funding (item 200550), Pupil Transportation (200502), and Special Education Enhancements (200540).

Establishes per pupil funding guarantees for low-income districts in fiscal years 2020-2021 based on statewide per pupil amounts paid for chartered nonpublic school students minus amounts calculated under prior divisions.

Repeals existing Sections 265.10, 265.210, and 265.220 of H.B. 166 and replaces them with amended versions containing detailed appropriations and funding mechanisms across multiple budget fund groups.
