H.B. 511 Summary

• Permits schools (public, charter, nonpublic, community schools, STEM schools, and college-preparatory boarding schools) and camps (residential and day camps) to procure and maintain injectable or nasally administered glucagon for emergency use without obtaining a license as a terminal distributor of dangerous drugs.

• Requires schools and camps that elect to procure glucagon to adopt policies governing maintenance and use of the drug, including identification of storage locations, emergency situations for administration (including severe hypoglycemia), and specification of authorized personnel (nurses, athletic trainers, employees, contractors, and volunteers).

• Authorizes physicians, physician assistants, advanced practice registered nurses, and pharmacists to furnish glucagon or issue prescriptions to schools and camps in the name of the institution without having examined an individual patient.

• Provides liability protections for schools, camps, employees, contractors, volunteers, and health professionals involved in procuring, maintaining, and administering glucagon, unless willful or wanton misconduct occurs.

• Allows schools and camps to accept donations of glucagon from wholesale distributors and manufacturers of dangerous drugs, as well as monetary donations to purchase the drug.
