Enacts the "Vulnerable Child Protection Act" prohibiting mental health professionals from intentionally performing or engaging in procedures and activities to change, reinforce, or affirm a minor's sexual attraction, sexual behaviors, or gender identity inconsistent with biological sex.

Prohibits 13 surgical procedures including castration, vasectomy, hysterectomy, mastectomy, and gender-affirming surgeries; also prohibits 11 specific activities including puberty blockers, hormone therapy, electric current, and physical restraint.

Exempts procedures and activities for minors with medically-verifiable genetic disorders of sex development or abnormal sex chromosome structure diagnosed by a physician following genetic testing.

Allows government entities and professional licensing boards to permit sexuality or identity counseling and allows parents to consent to or withhold consent from such counseling.

Establishes civil liability allowing harmed individuals to sue within 20 years for compensatory and exemplary damages plus attorney's fees; violating surgical prohibitions is a third-degree felony, and violating activity prohibitions is a misdemeanor punishable by up to one year in jail.
