Amends Ohio Revised Code sections 3737.82 and 3781.10 to exempt fire codes and building codes from Ohio Administrative Procedure Act rule review requirements under section 121.95.

Fire marshal's adoption of state fire code rules relating to fire safety, flammable materials, fire protection equipment, and similar matters are explicitly exempt from section 121.95 review in the interest of public safety.

Board of building standards' adoption of residential and nonresidential building code rules governing building construction, repair, alteration, maintenance, and material standards are explicitly exempt from section 121.95 review in the interest of public safety.

Repeals existing sections 3737.82 and 3781.10 and replaces them with the amended versions containing the explicit exemptions.
