Creates a 15-member Women's Policy and Research Commission with members appointed by the governor (6), senate president and minority leader (2), and house speaker and minority leader (2), plus the governor or designee; at least two-thirds must be women and membership must reflect state population diversity by age, race, and ethnicity.

Establishes a Women's Policy and Research Center under commission supervision to identify barriers to women's equality, maintain lists of qualified women for state government positions, educate the public on women's status, and analyze impact of public policies on women.

Commission must establish center operating policies, employ an executive director, hold public hearings, create committees, sell publications, and accept gifts and donations; all expenses paid from commission funds.

Appropriates $1,000,000 from the General Revenue Fund for fiscal years 2020 and 2021 to support center operating expenses.

Repeals existing section 121.30 relating to Spanish-speaking people definitions and amends it to apply only to sections 121.30 through 121.33.
