Defines "commodity" as brine from oil or gas operations that is not from horizontal wells and has been processed to remove free oil, volatile organic compounds, and contaminants per state order or permit.

Requires permit holders seeking to sell brine as a commodity to demonstrate to the division of oil and gas resources management that the intended use will not damage or injure public health, safety, or the environment.

Allows demonstration requirement to be satisfied by submitting documentation of department of transportation approval for deicing or snow control, Pacific northwest snowfighters qualified products list certification, or private certification entity approval.

Exempts brine meeting the demonstration requirement from all other state code provisions applicable to brine and authorizes sale for deicing, dust control, portable restrooms, or other chief-approved purposes.

Permits the chief to establish reporting requirements and collect up to four annual samples per seller to confirm compliance, while prohibiting adoption of additional rules or requirements beyond those specified in the section.
