Amends Ohio Revised Code sections 4508.08 and 4513.17 to modify the motorcycle safety and education program administered by the Department of Public Safety.

Allows private organizations and corporations to offer nationally recognized motorcycle operator training courses, with instructors who meet state requirements or equivalent training from their organization.

Permits applicants who complete approved motorcycle operator training courses within 60 days to be eligible for examination waivers for motorcycle endorsements or restricted licenses.

Clarifies that motorcycles may be equipped with modulating headlights that comply with federal motor vehicle safety standards under 49 C.F.R. 571.108.

Violation of lighting requirements is classified as a minor misdemeanor.
