Authorizes members of public bodies to attend meetings via teleconference or video conference during any period when the Governor has declared a public health state of emergency.

Members attending meetings remotely via teleconference or video conference are considered present in person, permitted to vote, and counted toward establishing a quorum.

Requires public bodies to make provisions for public attendance at a physical location involved in the teleconference or video conference.

Declares the act an emergency measure effective immediately to minimize impact from COVID-19 and establish a public body open meetings policy for future public health emergencies.
