Prohibits cooperatives, propane supply companies, public utilities, submetering companies, and unregulated utilities from curtailing, disrupting, or disconnecting utility service until the state of emergency declared under Executive Order 2020-01D (March 9, 2020) terminates.

Prevents landlords from disconnecting utility service to residential premises and park operators from disconnecting service to manufactured home lots during the state of emergency.

Allows utility service disconnections only to prevent or resolve presently or imminently hazardous situations or upon customer request.

Applies to service provided by cooperatives, propane supply companies, public utilities, submetering companies, and unregulated utilities for electric, natural gas, water, sewage, heating, cooling, and telephone services.

Declares the act an emergency measure necessary for immediate preservation of public peace, health, and safety due to unemployment and underemployment caused by COVID-19 restrictions.
