Amends Section 387.20 of H.B. 166 to increase the percentage of General Revenue Fund revenue distributed to the Local Government Fund from 1.66% to 1.68% during fiscal years 2020 and 2021, and to 3.66% during fiscal year 2021.

Increases Public Library Fund distribution from 1.66% to 1.7% of total tax revenue credited to the General Revenue Fund during fiscal years 2020 and 2021.

Directs the Director of Budget and Management to transfer an additional $916,705 to the Public Library Fund and $458,352 to the Local Government Fund in August 2019.

Authorizes temporary transfers between General Revenue Fund and Local Government/School District Tangible Property Tax Replacement Funds to ensure sufficient balances for tax reimbursements in fiscal years 2020 and 2021.

Declares the act an emergency measure effective immediately to ensure timely payments to political subdivisions.
