Extends the deadline for licensed child care programs providing publicly funded child care to obtain Step Up to Quality Program ratings from July 1, 2020 to September 1, 2020.

Exempts certain child care programs from the rating requirement, including summer-only programs (15 weeks or less), school break programs, evening/weekend programs, provisionally licensed programs, programs with recently removed ratings, and programs under revocation action.

Declares the bill an emergency measure effective immediately due to Executive Order 2020-01D issued March 9, 2020, to allow programs additional time to comply with quality rating requirements.

Applies to child day-care centers, family day-care homes, preschool programs, and school child programs receiving public funding.
