Allows counties, county elected officials, and county agencies to receive payments via secured public drop boxes instead of in-person during Executive Order 2020-01D (COVID-19 emergency declared March 9, 2020)

Requires drop box payments to be collected at least once per day, with payments collected on a given day considered received on the preceding day for timeliness determination purposes

Permits counties to prohibit currency payments through drop boxes, allowing only non-cash forms of payment

Declares the act an emergency measure necessary to preserve public peace, health, and safety by reducing person-to-person contact during COVID-19 outbreak while maintaining county fiscal operations

Act takes immediate effect upon passage
