Requires health benefit plans to cover detection, diagnosis, treatment, and immunization for SARS-CoV-2/COVID-19 for both in-network and out-of-network providers with no cost sharing, prior authorization, or step therapy requirements

Prohibits providers from balance billing covered persons for the difference between health plan reimbursement and provider charges for COVID-19 services

Sets reimbursement rates at Medicare Part A or B rates for detection, diagnosis, and immunization; median negotiated rates in the geographic region for treatment services

Appropriates $20,000,000 from the General Revenue Fund for fiscal year 2020 to cover COVID-19 testing and treatment costs for uninsured individuals

Declares the act an emergency measure effective immediately to prevent financial hardship from expensive COVID-19 diagnostic and treatment services
