H.B. No. 58 Summary

• Requires all new SNAP electronic benefit transfer (EBT) debit cards issued six months after the bill's effective date to display a color photograph of at least one adult household member on the front of the card.

• Mandates that existing SNAP EBT cards be replaced with photograph-bearing cards within twelve months of the bill's effective date, if the household continues participating in the program.

• Exempts households from the photograph requirement if the household has no adult members, or all adult members are age 60 or older, blind, disabled, victims of domestic violence, or have religious objections to being photographed.

• Requires SNAP EBT cards to include on the back a telephone number and website address for reporting suspected fraud under the program.

• Allows eligible adults meeting exemption criteria to voluntarily include their photograph on their household's debit card.
