Temporarily modifies unemployment benefit eligibility for benefit years beginning during the emergency period declared by Executive Order 2020-03D (March 16, 2020), reducing the requirement from twenty qualifying weeks to a lower threshold while maintaining the 17.5% average weekly wage requirement.

Waives the one-week waiting period before receiving unemployment benefits for benefit years beginning during the declared emergency period.

Waives the active job search requirement for unemployment claims filed on or after the bill's effective date during the emergency period.

Prevents disqualification from unemployment benefits for individuals unable to work due to family care responsibilities, including caring for special needs children or children age 13 or younger whose schools or daycare providers have closed due to orders from the governor, health districts, health commissioners, or the state health department.

Declares the act an emergency measure necessary to minimize the impact of the COVID-19 outbreak on Ohio citizens and allow immediate effect upon passage.
