H.B. 586 Summary

• State agencies purchasing supplies or services must comply with applicable first or second requisite procurement programs, or obtain a waiver from the Department of Administrative Services.

• First requisite procurement programs (given priority preference) include Ohio penal industries and community rehabilitation programs administered by the Department of Administrative Services.

• Second requisite procurement programs (used if first programs unavailable) include the Business Enterprise Program for Ohioans with Disabilities, Office of Information Technology, Office of State Printing and Mail Services, Ohio pharmacy services, and Ohio Facilities Construction Commission.

• The Department of Administrative Services must determine within five business days whether a purchase can be fulfilled through available programs and notify the requesting agency; if the department fails to respond, the agency may proceed with direct purchasing.

• Governmental ordering offices are prohibited from combining multiple parts of larger related projects to avoid using the community rehabilitation programs procurement list.
