Suspends all performance-based Educational Choice scholarships for the 2020-2021 school year, including both first-time scholarships and renewals from the prior year.

For 2021-2022 and thereafter, resumes performance-based scholarships under revised eligibility criteria, with scholarship amounts equal to the lesser of actual tuition or a statutory maximum (rather than accounting for tuition discounts).

For income-based scholarships (section 3310.032), beginning in 2020-2021, expands eligibility to students entering any grade K-12 for the first time (rather than gradual grade-level expansion), with reduced scholarship amounts (75%, 50%, or 0%) based on family income exceeding 200% of federal poverty guidelines.

Establishes two application periods annually starting 2021-2022: a priority period opening February 1 and running at least 75 days, and a second period opening July 1 and running at least 30 days.

Declares the act an emergency measure effective immediately to implement changes for the next school year.
