Allows law enforcement captains and higher-ranking officers to administer peace officer certification tests and examinations during the COVID-19 emergency declared by Executive Order 2020-01D (issued March 9, 2020), including certifications issued by the peace officer training commission under Chapter 109 of the Revised Code.

Permits fire department captains and higher-ranking officers to administer firefighter and volunteer firefighter licensing or certification tests during the emergency, including any examinations administered by the state fire marshal under section 3737.22 of the Revised Code.

Authorizes the medical director of the state board of emergency medical, fire, and transportation services to appoint a designee to administer EMR, EMT, and AEMT certification and licensing tests required under Chapter 4765 of the Revised Code.

Requires all tests and examinations administered under these provisions to comply with all orders signed by the Governor and the Director of Health.

Declares the act an emergency measure effective immediately to ensure sufficient peace officer and firefighter personnel during the COVID-19 emergency.
