H.B. 613 Summary

• Attorney General shall adopt rules requiring peace officers to complete training on proper interactions with civilians during traffic stops and encounters, including civilian rights, de-escalation methods, and questioning laws, with all currently employed officers required to complete training within two years.

• State Board of Education and Director of Public Safety shall develop a model curriculum for students in grades 9-12 on proper interactions with peace officers, including demonstrations and role-play activities covering constitutional protections, search and seizure rights, and complaint procedures.

• School districts must provide instruction using the model curriculum in one or more courses for grades 9-12, with districts permitted to modify content based on input from local law enforcement and community.

• Director of Public Safety shall adapt the curriculum for driver training schools and amend driver license examination materials to include instruction on proper interactions when stopped by a peace officer.

• STEM schools and college-preparatory boarding schools are required to comply with the instruction mandates alongside traditional school districts.
