• Creates the Unemployment Compensation Modernization and Improvement Council to examine claims filing processes, technological infrastructure, and improvements to maximize responsiveness for individuals and employers.

• Requires the Auditor of State to examine unemployment benefits claims administration and prepare a detailed report comparing Ohio's processes, costs, staffing, and timelines to other states within 9 months.

• Requires the Director of Job and Family Services to develop a written strategic staffing plan for handling inquiries and benefits claims, and create a centralized list of contact points for applicants and employers.

• Extends concealed handgun license renewal deadlines by 90 days or until June 30, 2021 (whichever is later), and allows licensees to apply or renew with any county sheriff during this period.

• Distributes $650 million in federal coronavirus relief funding to eligible local subdivisions (counties, municipal corporations, townships) that did not receive direct CARES Act payments, based on population formulas.
