Requires the Ohio Department of Health to establish and provide educational materials and guidelines on patient and resident hand hygiene to all health care facilities (hospitals, nursing homes, residential care facilities, and other facilities as determined by the director).

Department must design educational materials in culturally appropriate formats tailored to different patient groups, including those who speak different languages and individuals with functional and sensory limitations, written at a fourth grade education level with appropriate visible fonts.

Requires each health care facility to make available to patients and residents the department's educational materials, appropriate hand hygiene products and wash facilities at specified times (meal times, entering/exiting patient care areas, before/after touching wounds or medical devices, after coughing or sneezing, and after using toilet facilities).

Health care facilities must provide staff assistance with hand hygiene procedures for patients and residents with physical or mental health conditions that prevent them from performing procedures independently.

Exempts health care facilities from these requirements for incapacitated patients and those initially admitted to an emergency department; authorizes the director of health to adopt implementing rules.
