Creates a rebuttable presumption that COVID-19 contracted by employees at nursing homes, residential care facilities, or health care facilities is an occupational disease covered by workers' compensation.

Presumption applies only to claims arising during the emergency declared by Executive Order 2020-01D (issued March 9, 2020) and for 14 days after that emergency ends.

Presumption may be refuted by affirmative evidence showing COVID-19 was not contracted in the course of employment.

Amends section 4123.68 of the Revised Code to add COVID-19 (division CC) to the list of compensable occupational diseases.

Declares the act an emergency measure effective immediately to protect public health during the COVID-19 outbreak.
