Amended Substitute House Bill 65 Summary

• Requires child day-care centers, type A family day-care homes, and licensed type B family day-care homes to notify parents within 15 business days if the Department of Job and Family Services determines a serious risk noncompliance has occurred, or within 5 business days if the licensee requests a review of the determination.

• Allows parents to be notified in writing or electronically and must include information about the department's website and location of further details regarding the determination.

• Exempts certified swimming classes conducted at private residential swimming pools from requiring a public swimming pool license if the instructor is certified, classes are one-on-one, and no more than four individuals are in the pool at the same time.

• Defines "certified swimming class" to include ISR classes, American Red Cross swimming classes, and any other swimming classes certified by nationally accredited organizations operating in all fifty states.

• Declares the act an emergency measure effective immediately to continue essential operation of certified swimming classes and ensure child safety at care facilities.
