Amends Ohio Revised Code section 4301.62 to allow consumption of opened containers of alcoholic beverages in newly permitted outdoor locations under specified conditions.

Creates section 4303.185 authorizing qualified permit holders to sell alcoholic beverages by individual drink in sealed containers for off-premises consumption and delivery, provided a meal is also sold and no more than three beverages per meal are sold.

Expands sales areas for qualified permit holders to include outdoor portions of their property, adjacent public property with written consent, and adjacent private property with owner consent, effective through December 31, 2022.

Allows delivery of sealed alcoholic beverages by qualified permit holders and H permit holders, with required age verification efforts by permit holders or employees.

Declared an emergency measure effective immediately to provide economic relief to liquor permit holders during the COVID-19 pandemic.
