• Expands food service operation and retail food establishment exemptions for certain low-risk activities including wine sales at farmers markets, farm markets, and A-1c permit holders operating with prepackaged meals or mobile food service providers.

• Permits A-1c permit holders to serve unopened commercially prepackaged meals and nonalcoholic beverages without obtaining a full food service license, or alternatively to contract with a mobile food establishment.
