H.B. 675 Summary

• Amends sections 122.65, 122.658, and 151.40 of the Revised Code to modify the Clean Ohio Program relating to brownfield remediation and revitalization projects.

• Adds new funding source to the Clean Ohio Revitalization Fund: any amounts received by the state after July 1, 2020, from JobsOhio representing gross profit on the sale of spirituous liquors shall be credited to the fund.

• Updates and reorganizes definitions related to the Clean Ohio Program, renumbering lettered definitions (changing (H) through (S) to (I) through (T)) to clarify eligible areas, distressed areas, and institutional property.

• Maintains existing grant and loan limits: grants and loans shall not exceed 75% of estimated project costs with a maximum of $3 million per project, and applicants must provide at least 25% of estimated costs.

• Makes an appropriation: for each year of the biennium ending June 30, 2021, an amount equal to revenue deposited into the Clean Ohio Revitalization Fund under the JobsOhio liquor profit provision is appropriated for grants under the Clean Ohio Revitalization Program.
