Requires the Director of the Legislative Service Commission to prepare a human impact statement for any bill or joint resolution that creates or amends criminal prohibitions, criminal penalties, or laws governing imprisonment, correctional supervision, or offender rehabilitation.

Human impact statement must be prepared before committee recommendation and again before final consideration by either house, analyzing whether the measure would have disparate impact on racial or ethnic groups, age groups, or genders.

Statement must indicate one of four findings: disparate impact exists and explain it; no disparate impact; cannot determine if disparate impact exists; or cannot determine within time allotted.

Defines "disparate impact" to include increased exposure to police contact, criminal investigation, detention, prosecution, conviction, sentencing, imprisonment, correctional supervision, or rehabilitation.

Failure to prepare the statement does not invalidate any bill or joint resolution that passes; statement is provided solely to inform legislators and does not represent legislative intent.
