Prohibits all public school districts, community schools, STEM/STEAM schools, and chartered nonpublic schools from opening for instruction prior to Wednesday, September 9, 2020 for the 2020-2021 school year only.

Exempts year-round schools that require student attendance throughout the entire school year including summer (excluding authorized breaks).

Applies only to the extent permitted by existing collective bargaining agreements.

Directs the Superintendent of Public Instruction to adjust state assessment dates to accommodate the later school opening.

Declares the measure an emergency to ensure implementation before the start of the 2020-2021 school year, giving it immediate effect.
