Guarantees students who received Ohio College Opportunity Grants in 2019-2020 will receive at least the same award amount in 2020-2021 if they transfer to a state institution of higher education.

Requires state institutions to apply the grant award to students' general and instructional fees before applying Pell grant funds.

Caps award amounts at the total state cost of attendance, except as otherwise specified in existing law.

Declares the act an emergency measure to take effect immediately before the start of the 2020-2021 academic year.
