Requires law enforcement agencies to adopt a written policy affirming that officers have an affirmative duty to use de-escalation techniques whenever possible, with the Attorney General to publish a model policy.

Appropriates $28,000,000 from the General Revenue Fund to the Law Enforcement Assistance Fund in fiscal year 2021 to reimburse law enforcement agencies for training costs.
