H.B. 714 Summary

• Amends Ohio Revised Code sections 2903.211, 2907.08, 2911.21, and 2911.211 to include unmanned aerial vehicles (drones) in existing criminal prohibitions for stalking, voyeurism, trespass, and aggravated trespass offenses.

• Defines "unmanned aerial vehicle" as a powered, aerial vehicle without a human operator that uses aerodynamic forces for lift and can fly autonomously or be piloted remotely, commonly referred to as a drone.

• Expands menacing by stalking (section 2903.211) to cover conduct committed through drone use, including threatening behavior that causes physical harm or mental distress to another person or their family members.

• Expands voyeurism prohibitions (section 2907.08) to include using drones to invade privacy, spy, record, or photograph another person without consent, particularly in states of nudity.

• Expands criminal trespass (section 2911.21) and aggravated trespass (section 2911.211) to include unauthorized entry or presence on another's land or premises through drone use.
