Allows youth sports organizations to operate during disease epidemics notwithstanding health director or local board of health orders, provided they meet two requirements.

Requires organizations to prohibit participation by any player, coach, or athletic trainer who has had a fever, flu-like symptoms, or contact with confirmed infectious disease cases within 48 hours prior to activity, with athletic trainers making final health determinations.

Requires cleaning and disinfection of all shared equipment after each team's athletic activity.

Mandatory requirements remain in effect during Executive Order 2020-01D (issued March 9, 2020); after rescission, organizations are encouraged but not required to follow best practices including temperature checks, hand sanitizer availability, social distancing, and common area disinfection.

Act takes immediate effect as an emergency measure to allow youth sports organizations to organize athletic activities during summer 2020.
