Eliminates mandatory student retention based on third-grade reading assessment scores beginning with the 2020-2021 school year, while continuing to require intervention and remediation services for students reading below grade level.

Changes the third-grade English language arts assessment from being administered twice annually (through 2019-2020) to once annually starting in 2020-2021.

Requires the Department of Education to seek a federal waiver for the 2020-2021 school year regarding the third-grade reading assessment testing requirement; if no waiver is granted, the Department must determine an alternative assessment to meet federal requirements.

Maintains assessment administration requirements but removes the Third Grade Reading Guarantee's retention provisions, allowing districts to continue identifying struggling readers and providing intensive reading instruction without automatic grade retention.

Repeals existing sections of the Revised Code governing the Third Grade Reading Guarantee (sections 3301.0710, 3301.0711, 3301.163, and 3313.608).
