Amends section 4928.143 of the Revised Code to modify the significantly excessive earnings determination for electric distribution utilities' electric security plans.

Removes language that required consideration of affiliated Ohio electric distribution utilities' combined earnings when assessing significantly excessive earnings in division (E) regarding plan testing and division (F) regarding annual earnings reviews.

Adds requirement that when determining significantly excessive earnings, the Public Utilities Commission shall not consider revenue, expenses, or earnings of any affiliate that is not an Ohio electric distribution utility or parent company.

Maintains existing provisions allowing electric distribution utilities to file applications for commission approval of electric security plans covering supply, pricing, cost recovery, facility construction, and distribution service modernization.
