Designates February 21 as "John Lewis Voter Registration Day" to promote voting rights and recognize John Lewis's birthday and civil rights contributions.

Requires all boards of elections in Ohio to promote "John Lewis Voter Registration Day" to encourage voter registration.

Adds this promotional duty as a new responsibility (section BB) to the existing powers and duties of boards of elections under Ohio Revised Code section 3501.11.

Amends section 3501.11 of the Revised Code and enacts new section 5.31 to establish and implement this observance.
