Amends Ohio Revised Code section 3701.13 to restrict the Department of Health's authority to issue orders or rules that supersede decisions made by school districts during epidemics of contagious or infectious diseases.

Prohibits the department from making special or standing orders regarding disease prevention that override decisions of city, local, or exempted village school districts, other public schools, chartered or nonchartered nonpublic schools, or joint vocational school districts.

Any conflicting order or rule issued by the department has no effect to the extent it conflicts with a school district's decision during an emergency caused by an epidemic.

Preserves the department's existing authority to approve immunization methods, make orders about fluoroscopes and radiation, govern handling of deceased remains, and address other sanitary matters.

Maintains the department's authority to make local orders and reassign substantive authority in cases of emergency or health district neglect or inefficiency.
