School district boards of education may employ individuals as substitute teachers for the 2020-2021 school year according to the district's own educational requirements, notwithstanding state law section 3319.226 and State Board of Education rules.

All other requirements and procedures in section 3319.226 of the Revised Code and rule 3301-23-44 of the Administrative Code regarding substitute teacher qualifications must still be satisfied.

The act is declared an emergency measure to ensure school districts can employ an adequate number of substitute teachers during the 2020-2021 school year to address staffing needs arising from the COVID-19 outbreak.

The act takes immediate effect upon passage.
