Director of Job and Family Services prohibited from recovering unemployment benefit overpayments during the COVID-19 emergency declared by Executive Order 2020-01D (March 9, 2020), except in two specific cases.

Recovery still permitted when benefits were paid due to fraudulent misrepresentation by the individual seeking to obtain unentitled benefits.

Recovery still permitted for overpayments from federal unemployment programs or other states that have not been previously recovered.

Collection timeline tolled (suspended) during the emergency period for any benefits the Director is prohibited from collecting under this act.

Declared an emergency measure effective immediately to minimize impact on Ohio workers from the COVID-19 outbreak.
