• Amends Ohio's electric utility service law by modifying sections governing electric security plans, renewable energy requirements, and energy efficiency programs for electric distribution utilities.

• Repeals multiple sections related to renewable energy standards (sections 3706.40-3706.65) and prior cost recovery mechanisms, including provisions from HB 6 of the 133rd General Assembly.

• Terminates decoupling mechanisms and cost recovery riders established under sections 4928.143, 4928.471, and 4928.148 of the Revised Code, and requires refunds of all revenues collected through these mechanisms to customers.

• Reduces renewable energy benchmarks from 8.5% to zero by 2020 and eliminates solar energy requirements after 2019 under the modified compliance table in section 4928.64.

• Declares the act an emergency measure to protect Ohio electric customers from "possible irregularities" regarding customer charges established under HB 6 of the 133rd General Assembly.
