Amends Ohio's pharmacy benefit manager regulations in sections 3959.01-3959.20 of the Revised Code and enacts new section 3959.21.

Requires pharmacy benefit managers to refill prescriptions for drugs that were shipped but not delivered, with covered persons providing proof of non-delivery.

Prohibits pharmacy benefit managers from requiring cost-sharing amounts greater than what would be charged if the drug were purchased without insurance or through mail delivery services.

Restricts retroactive claim adjustments to those resulting from pharmacy audits conducted under sections 3901.811-3901.814 or technical billing errors, and requires fees to be determinable at time of claim adjudication.

Prohibits requiring covered persons to obtain prescription drugs exclusively through mail or delivery services and prevents charging higher cost-sharing for retail pharmacy purchases compared to mail delivery.
