Extends the temporary authority for Ohio public bodies to conduct meetings and hearings via teleconference, video conference, or similar electronic technology during the COVID-19 emergency declared by Executive Order 2020-01D.

Changes the expiration date from December 1, 2020 to June 30, 2021, provided the emergency period continues beyond that date.

Allows members attending electronically to be counted as present, permitted to vote, and counted toward quorum requirements notwithstanding Ohio Revised Code section 121.22.

Requires public bodies to provide at least 24-hour advance notification to the public and media of electronic meetings and hearings, except in emergencies requiring immediate action, and ensure public access through live-streaming or other similar electronic means.

Declares the bill an emergency measure effective immediately to minimize the impact of COVID-19 on Ohio citizens.
